Indian democracy has lot of flexibility and built-in standby provisions. At this hour of crisis, due to allegations of corruption on almost all political leaders of both ruling as well as opposition parties, alternative centres of active governance must emerge. The public at large is expecting that such additional / standby centres of governance will be more active for improving the quality of governance of the nation.
The standby provisions that the Indian constitution provides is that of President, Vice President, Governors etc. Since independence, it is the first time that most of the government machinery including such offices as PMO along with the PM himself has been charged with allegations of corruption. PM himself has said sorry to the nation but then almost every day some new incidence of corruption comes to light.
Under such circumstances, the President and Vice President of India and the Governors of states must become more active by participation and improvement of the quality of governance. This should be an equivalent to the military coups that regularly happen in less cultured countries. At present, due to the involvement of very rich and very influential persons, additional centres of power are required to overcome the obstacles likely to be created by these gangs of corrupt persons.
It is also very important to bring back the black money into the national economy for faster development of the much needed infrastructure. If Bihar government can confiscate properties and assets of persons earned by corrupt means, the same should be done by other governments also.
President and Vice President of India, Governors / Lt. Governors of states / Union Territories must contribute in improving the governance of the nation / states. The nation needs the extra contribution by President and Governors at this present time of crisis as too many super rich and highly influential persons have been charged for corrupt acts involving astronomically high amounts of money. Huge obstacles are likely to be created by such corrupt persons to prevent proper investigation and prosecution.
The responsibilities of President, Vice President, Lieutenant General of Delhi and Governors of Tamilnadu and Maharashtra are more pronounced because so many acts of corruption occurred at locations where they are appointed and located. Lieutenant Governor of Delhi must act against all politicians and officials, who shamed the country in front of world audience during organisaton of Commonwealth Games by their acts of omissions and corruption. Most of the state and central political leaders are either party to it or failed in their responsibilities to prevent such corrupt actions. The governors of Tamilnadu and Maharashtra also must act independently to eliminate corruption from the society. There is every reason to impose President’s rule in Tamilnadu due to indulgence of so many members of ruling party in corrupt acts.
Unless President / Vice President of India and Governors of all states contribute in such acts like improving the quality of governance, fight against graft and punish the corrupt persons during the present crisis, their offices must be downgraded. There is no need to spend huge amounts of public money on them.
I appeal to the President and Vice President of India, Lieutenant Governors and Governors of states to help in elimination of corruption from the society and improve the quality of the governance of the nation.
